AN OVERVIEW

What is Youth Apostolate?

Catholic Youth Apostolate is the effort of the Church to extend to the young of today the loving care of Jesus Christ, the Good Shepherd. It is the special ministry of the Church for a group that John Paul II considered “a treasure”, that is for the young who comprise the majority of the society. It is the ensemble of actions, activities for, to, by and with the youth. It includes the formation, organization and mobilization of the young.

Who (for whom and by whom) are the people of the Youth Apostolate?

More than just actions and activities, Catholic Youth Apostolate is the process of journeying that the entire Christian community makes with young people. It is the growth-enabling relationship between the youth ministers and the youth. It is becoming a “JESUS” to every young boy and girl, after the example of the Risen Christ who walked along with the two disciples on the way to Emmaus, and back to Jerusalem. (ct. Luke 24:13-35).

Brief Review of Background and Concepts

BACKGROUND:

Since the re-birth of the Archdiocesan Youth Apostolate of the Archdiocese of Lingayen-Dagupan in 1996, Youth Ministers have expressed strongly the need for the Archdiocese to give focus on the needs and demands stated clearly in the resolutions drawn by the Youth Leaders in the past Archdiocesan Youth Day Celebrations:

AYD 1999 We see the need for the Archbishop’s directive to all Parish Priest that certain regulations on structures and funding, be set to sustain the program and activities of the Apostolate (Archdiocesan, Vicariate, and Parish Level).”

AYD 2002 That the Archdiocesan Youth Apostolate Committee institutionalizes an ARCHDIONESAN YOUTH ANIMATORS TRAINING PROGRAM that would help in the molding of the potential youth ministers.

During the Quarterly Meeting of the Parish Youth Leaders last 07 June 2003, it was agreed upon by all present that it is about time to concretize the above-mentioned AYD Resolutions.

The Archdiocesan Youth Coordinator, Archdiocesan youth Leaders and Vicariate Youth Coordinators were commissioned as Secretariat to study its implementation.

The Secretariat, in turn, following the directive of the resolution, conducted consultations with Youth Ministers and Youth Directors. In the course of the dialogues and inspired by the Archbishop’s fatherly and serious concern for the apostolate, the Secretariat proposed to come up with a unified and uniform Archdiocesan Guideline that would set direction to all Archdiocesan Youth programs and Activities.

Hence, the creation of the Archdiocesan Youth Apostolate-Master Plan.

What is ….

  • YOUTH

“The sensitivity of the young people profoundly affects their perceiving values of justice, non-violence, and peace. Their hearts are disposed to the fellowship, friendship and solidarity. They are greatly moved by causes that relate to the quality of life and conservation of nature. But they are troubled by anxiety, deceptions, anguishes and fears of the world as well as the temptations that come with their state.” (46 Christifideles Laici)

“…the special gifts and need of the young people deserve careful pastoral attention. Young people are the source of hope for the future. With their enthusiasm and energy they must be encouraged and trained to become “leading characters in the evangelizations and participants in the renewal of the society”.

They are the evangelizers who bring the Gospel to their peers, especially those normal alienated with the church who often cannot be reached by normal pastoral and activities. (JP II, Manila 1995)

  • APOSTOLATE

AS GIFT. The Church is Apostolic because Christ built [her] upon “the foundation of the Apostles” (Eph. 2:20), thus linking her permanently with their witnesses. (ct. Mat.28:19-20).

AS TASK. A means which the Church by the power of the Holy Spirit, employs to fulfill the four – fold mission entrusted by Christ to his Apostles:

Proclamation (Kerygma)

Liturgy (Liturgia)

Service (Deakonia)

Fellowship (Koinomia)

  • YOUTH APOSTOLATE

* The total Pastoral Care that the Church gives to the Young within the setting of the community.

*A process of the journeying that the entire Parish community makes with the young , in order to lead them to the fullness of life of Christ.

Youth journeying with and working / serving their fellow youth in the Parishes of the Archdiocese of Lingayen - Dagupan, with the Archbishop, Parish Priest and servant leaders, towards an active participation in building a Christian Community. (YSY ALD 2000)

ARCHDIOCESAN YOUTH APOSTOLATE COMMITTEE

D I R E C T O R Y

  1. NATURE

In the substance and context of the Archdiocesan Pastoral Plan and in consonance with the demands of the Youth Apostolate, the Archdiocesan Youth Apostolate Committee serves as Lead-Servant Body of the young ministers chosen for their living faith, their commitment to service and their established competence in order that the ecclesial good and societal welfare of the youth in the Archdiocese are duly attended to and accordingly promoted through its advisory to and confirmation of the Archbishop.

  1. FUNCTIONS

The Archdiocesan Youth Apostolate Committee ha sthe following SPECIFIC FUNCTION.

    1. Draw up and implements policies and pastoral programs that may be relevant to the needs of the youth in the Archdiocese.

    1. Provides materials and information on youth and youth formation, and launches initiatives in the fields of youth ministry in the line with the National Ecclesial Thrusts and the Archdiocesan Pastoral Plan.

    1. Provides opportunities where the young and their ministry grow and acquire necessary knowledge, attitude and skills needed for a more effective youth ministry.

    1. Provides trainings for formations who will assist in conducting holistics formation programs in view of updating youth ministry in their respective Vicariates or parishes.

    1. In connection with its formation function, it conducts the following programs according to existing modules:

a. YOUTH ENCOUNTER (Y.E.)

A Scripture-based formation program of 2 to 3 days that seeks to form the youth and those working with the youth into community builders for the church and society.

b. YOUTH ENCOUNTER-FACILITATOR SEMINAR WORKSHOP ()YE-FSW)

A 4-day growth experience in concepts attitudes and skills for Y.E. Facilitators.

c. BASIC COURSE ON YOUTH MINISTRY (BYCM)

Two days introduction to the concepts, attitudes and skills needed in youth ministry.

d. PARABLE OF THE PENCIL

A two-day recollection for youth animators.

e. YOUTH SERVING YOUTH (YSY)

Appropriate for campus setting, it is a social awareness program/activity of the Apostolate that promotes a resounding NO-stand to social ill and issues.

    1. Serving as Secretariat for the Youth Arm of the Archdiocese, it establishes linkages with ecclesial bodies, NGO’s, GO’s (local and national) and ensures the necessary exchange of information.

    1. Coordinates / collaborate programs and projects in line with Archdiocesan Pastoral Plan with the other Archdiocesan Commissions / Apostolate.

    1. Promotes harmonious relationship among youth and youth ministries of the Archdiocese.

  1. COMPOSITION

    1. Archbishop serves as chairman.
    2. Archdiocesan Youth Director (AYD)

a. Adviser and resource person of the Archdiocesan Youth Apostolate

b. Facilitates with the Archdiocesan Youth Coordinator the coordination, implementation and monitoring of the Archdiocesan Youth Apostolate Committee’s goals programs and activities.

c. Accountable for all Archdiocesan Youth programs and activities, he assures that the Archdiocesan Youth Apostolate is in line with the Archdiocesan Pastoral Plan.

d. Links with the Bishops and the Clergy.

e. Initiates Fund Sourcing for the Archdiocesan Youth Apostolate

f. Convenes Archdiocesan Youth Meetings in consultation with the Archbishop

g. Represents the Archdiocesan Youth Apostolate to the regional or sub-regional gathering.

h. Supports the youth morality and spiritually.

    1. Archdiocesan Youth Coordinator (AYC)

a. Initiates, Coordinates, Implements and monitors all the Archdiocesan Youth Apostolate’s programs and activities

b. Facilitates linkages and coordinates with the Parish Youth Apostolate Committees of the Archdiocese.

c. Conducts Formational and Educational activities / programs of the Apostolate in the Parishes.

d. Serves as moderator in the Archdiocesan Youth Leaders Meeting / Convention

e. Se4rves as Secretariat to the Archdiocesan Committee on Youth Apostolate and manages the Diocesan Youth Office

f. Represents the Archdiocesan Youth Apostolate to the regional or sub-regional gatherings.

g. Links with the different Archdiocesan Apostolates.

h. Promotes harmonious relationship among the youth minister in the Archdiocese.

    1. Archdiocesan Youth Leader (AYL)

a. Links the Youth in the Parishes with the Archdiocesan Committee on Youth Apostolate.

b. Assists in the formational and educational programs of the apostolate

c. Assists the Archdiocesan Youth Coordinator in facilitating the coordination of the Parish Youth Apostolate Committees within the Archdiocese.

d. Represents the Archdiocesan Youth Apostolate Committee to the regional or sub-regional gatherings.

e. Promotes harmonious relationship among the youth leaders in the Archdiocese.

    1. Vicariate Youth Director

a. Heads the Vicariate Youth Apostolate Committee

b. Facilitates with the members of the Vicariate Youth Apostolate Committee the coordination, implementation and monitoring of the Archdiocesan Youth Apostolate’s programs and activities in the Vicariate

c. Convenes Vicariate Youth Apostolate Committee Meeting.

d. Initiates Fund Raising for the Vicariate Youth Apostolate.

e. Assures that the Vicariate Youth Apostolate is in line with the Archdiocesan Youth Apostolate Directory.

f. Represents the Vicariate Youth Apostolate Committee to the Archdiocesan Youth Apostolate Committee.

g. Supports the Youth in the Vicariate morally and spiritually.

    1. Vicariate Youth Coordinator

a. Initiates and coordinates all Archdiocesan and Vicariate activities and programs in the Vicariate.

b. Facilitates linkages and coordination with the Parish Youth Apostolate Committees of the Vicariates.

c. Assists in the Formational and Educational programs of the Apostolate.

d. Serves as Moderator on the Vicariate Youth Apostolate Committee gatherings / meetings.

e. Youth Representative of the Vicariate to the Archdiocesan Youth Apostolate Committee.

f. Promotes harmonious relationship among Youth and Youth Ministers in the Vicariates.

b. Special Meeting……..Any number according to special need to be called by the Archdiocesan Youth Director Represents the Archdiocesan Youth Apostolate to the regional or sub-regional gathering.

PARISH YOUTH APOSTOLATE

  1. VISION AND MISSION

Youth journeying with and working in the service of their fellow youth in the Parishes in the Archdiocese of Lingayen – Dagupan, together with the Parish Priest and servant leaders towards and active participation in building a Christian Community.

Mga Kabataang naglalakbay kasama ng at naglilingkod para sa mga kapwa kabataan sa mga parokya ng Arkidiosesis ng Lingayen-Dagupan kaisa ng Kura Paroko at ng mga laykong-lingkod tungo sa aktibong pakikibahagi sa pagbuo ng Kristiyanong Sambayanan.

  1. GENERAL FUNCTIONS

The Parish Youth Apostolate shall:

    1. Serve as the Coordinating body of the all youth members of mandated organizations and other groups and movements in the parish.
    2. Form and inform the youth in the parishes in order to prepare them to become leaders in their own communities in such a way that they become witnesses of Christ and evangelizers to their fellow youth.
    3. Serve as an effective link of the youth in the Parish to the Youth in the Vicariate and the Archdiocese.
    4. Consult the Youth in order to identify their needs; initiate, plan and implement relevant programs.
    5. Spearhead the program formulation and the implementation of general assemblies, planning sessions, teambuilding activities etc.

  1. COMPOSITION

    1. MEMBERS

The Parish Youth Apostolate is composed of all youth members of mandated organizations, other groups or movement in the Parish, and individual youth in the Parish who are not yet involved in any organizations or group, within the age of 13 to 39.

Every member is required to undertake the Archdiocesan Youth Apostolate’s (Basic Course on Youth Ministry (BCYM)) And the Youth Encounter (Y.E.) as his organizational and formational introduction to the Apostolate.

    1. Organizational Structure

The Parish Youth Apostolate shall be headed by an 8-man-core-team plus the Parish Youth Director which shall be called PARISH YOUTH APOSTOLATE COMMITTEE (PYAC). It shall be composed by the Parish Youth Coordinator, Parish Youth Leader, Parish Youth Secretary, Youth Finance Officer and the Coordinators for all Programs concerning (1) Worship, (2) Christian Education, (3) Socio-Cultural, (4) Socio-Political.

    1. TASKS

The Parish Youth Apostolate Committee has the following tasking:

1. PARISH YOUTH DIRECTOR. The Parish Priest shall concurrently serve as the Youth Minister, or in his discretion, assign his Parochial Vicar to serve on his behalf. The Parish Youth Director shall:

a. Inspire the youth to achieve the Parish Youth Apostolate’s vision and Mission;

b. Ensure that the apostolate identifies and addresses the needs of the youth in the Parish by implementing relevant programs and activities.

c. Meet regularly with Parish youth Apostolate Committee.

d. Serve as Adviser and resource person of the Apostolate

e. Support the Youth morally and Spiritually.

2. PARISH YOUTH COORDINATOR. The Youth Coordinator shall:

a. Preside during meeting of the Parish Youth Apostolate Committee

b. Represent the Parish to the Vicariate Youth Apostolate Committee meetings and to the general assemblies of the Archdiocesan Youth Apostolate Committee.\

c. Meet and Coordinate regularly with the Parish Youth Director and Parish Pastoral Council.

d. Disseminate and communicate all pertinent plans, programs and decisions of the youth members.

e. Sign pertinent documents and records

f. Manage the day-to-day running of the PYAC Office.

3. PARISH YOUTH LEADER.. The Parish Youth Leader shall:

a. Lead the Youth-Members in the implementation of programs and activities of the Apostolate.

b. Assist the Parish Youth Coordinator disseminating and communicating all pertinent plans, programs and decisions of the youth members.

c. In the absence of the Parish Youth Coordinator, shall serve in an acting capacity and perform the functions of the Youth Coordinator.

d. Promote harmonious relationship among youth and youth ministers.

e. Sign pertinent documents and records.

4. PARISH YOUTH SECRETARY. The Youth Secretary shall:

a. Head the documentation Team.

b. Keep custody of all records of the Apostolate;

c. Prepare and keep the minutes of the meeting of the Parish Youth Apostolate Committee; and

d. Send communications, notices or reminders to the members of the Parish Youth APOSTOLATE Committee concerning meeting assemblies and the like.

5. PARISH YOUTH FINANCE OFFICER. The Youth Finance Officer shall:

a. Head the Finance Committee;

b. Keep custody of funds of the Apostolate;

c. Keep complete record of receipts, disbursement and similar transactions and

d. Render a written financial report at the end each quarter or upon request of any Member of the Parish Youth Apostolate Committee.

e. Initiate Fund Sourcing for the Apostolate.

6. WORSHIP-PROGRAM COORDINATOR...The Team Coordinator shall:

a. Organize and coordinate spiritual, liturgical services / activities for the Apostolate (e.g. Youth Mass, Taize Prayer)

b. Coordinate with and represent the PYAC in the Parish Worship Committee

c. Provide an opportunity for the members to encounter God in every prayer and liturgical celebrations.

7. CHRISTIAN EDUCATION-PROGRAM COORDINATOR. The Team Coordinator shall.

a. Head the Parish Youth Apostolate Committee Formation Team and as such, shall coordinate with the Archdiocesan Youth Apostolate Committee on matters concerning the available Archdiocesan Youth Formation Programs.

b. Organize trainings / seminars / retreats for the personal and spiritual development of the youth

c. Develop and conduct formation programs in response to the identified needs of the youth

d. Arrange the year-round schedule of Formation Programs of the Parish in coordination with the Vicariate Formation Team.

e. Coordinate with and represent the PYAC in the Parish Education Committee.

8. SOCIO-CULTURAL PROGRAM COORDINATOR. The Team Coordinator shall:

a. Draw-up and implement activities that would enhance the social and cultural consciousness of the youth in the parish

b. Spearhead the Parish Youth Apostolate in any social / cultural activities and other programs in the Parish.

c. Establish network and linkages with non-governmental cultural entities and other socio-cultural groups

d. Coordinate with and represent the PYAC in the Parish Social Action Committee.

9. SOCIO-POLITICAL PROGRAM COORDINATOR. The Team Coordinator shall:

a. Arrange social action and community building programs for the youth apostolate.

b. Spearhead the Parish Youth Apostolate in any Socio-Political activities, projects and programs in the Parish, Vicariate and Archdiocese (e.g PPC-RV, PPC-RG)

c. Coordinate with and represent the PYAC in the Parish Social Action Committee.
